"We applaud the governor for vetoing SB 159. BIA does not oppose raising the cap on net metering. We support an 'all of the above' approach to help meet the energy needs of businesses across the state, including distributed generation resources like net metering. However, we oppose SB 159 because raising the cap at the current tariff (or credit) for net metering customers will result in cost-shifting to the business community. That's because the tariff embedded in SB 159 is set above the utility's avoided cost. A tariff, or credit, above the utility's avoided cost results in cost-shifting. Furthermore, this bill is premature because the Public Utilities Commission is currently examining the value of distributed energy resources. The PUC's work will presumably lead to establishment of a tariff that is fair to net metering customers and doesn't cost-shift to businesses," said BIA President Jim Roche. BIA submitted a letter to the governor Monday morning requesting he veto this legislation.
